Placeholder for downloading Lynx for Win32

See http://www.fdisk.com/doslynx/lynxport.htm for more details. There is an online copy of the readme.txt for reference. I've compiled Lynx with Borland C++ for Win32; both the latest release 2-8-3rel and the 2.8.4pre5 version are here.
